xps 13 7390 ubuntu 18.04 issues with usb ports with android

all three of my usb ports seem to have the same issues, they work fine for transferring files (the few i have tried) and for charging but i have issues using fastboot and adb with various android devices. they stop working after a minuet or two and often have to close terminals and restart.

the issue i keep getting has always been with either a usb cord or usb port when ive had it in the past, ive tries multiple usb cords including oem ones. these cords work fine running adb and fastboot on my linux desktop but this machine just does not want me to use them.

do i just need to update to the newest ubuntu 19.10? has anyone found similar issues with the ports, maybe drivers? im a bit stumped as all three usb ports do this to me
