All that being said, I'd suggest that you try doing a CMOS reset, and then after that resetting BIOs to optimized defaults. It may fix it (not sure if you have the same issue as the other user noted above). 

Did you take the bios updates sequentially, or did you skip versions and go to the latest one?  Note they are not cumulative on the Aurora lineup and generally for that reason it will block you from updating if you skip more than 1 at a time. 

The cut and paste AWCC file folder drop in method that you mentioned (and noted in other posts by @MFattal  is not a solution to this issue, rather it is a workaround.  It drops intel XTU profiles into the AWCC OC file folder and pulls the OC Level 1 and Level 2 profiles as a custom overlock via AWCC. For that reason, other Aurora R7 owners with 8700K will not have the file folders mentioned in AWCC (the exception being users who contacted Dell support and received the workaround method). 

Normally they are saved in BIOs and you are able to enable both Level 1 and Level 2 when you boot, F2 on startup, performance, and then selecting either OC profile.  If that option is not available to you (F2 on Boot, select OC profile), I suspect you lost the programming due to the BIOs update (possibly you skipped a version, or the OC profiles got written over, etc.). 

Hey, thanks for the reply! I'll give you recommendation a try and see how it pans out. I may have jumped to the most recent BIO'S since I just went on Dell support and downloaded the URGENT BIOS update. Will be back with an update. I just figured the OC won't work because it's trying to download the profiles from dell but it's not able to since a server is down or maybe they no longer exist.

So I downgraded my bios one step and restored my bios to optimized defaults but it seems to still not work.. back at square one unfortunately for me. I feel like there's profiles I need but cant download them because Dell took the servers for them out or something. Too scared to flash my bios down again.

Just says a service is stopped for oc controls would you like to start it -> yes -> downloading profiles -> download failed -> cannot load profiles

If you want to do the workaround method that @MFattal  mentioned here send me a PM in this forum and I think I should be able to send you the XTU files that Dell support previously created for the 8700K OC1 and OC2 profiles for use with AWCC.  I haven't personally used them ever so I take no responsibility for your use of them.  And note that they will only work for the 8700K and could potentially damage the system if used with any other CPU. 

As a refresher, the workaround was, you would unzip and drop the intel XTU files into this folder:   C:\ProgramData\Alienware\OCControls
