Reinstalling Windows 10

I am trying to reinstall Winows 10 to an Inspiron 3670. I have the message, "no bootable devices" and ihave tried the troubleshooting tips without success.   Now I am trying to reinstall Windows. 

I created a USB drive using the Dell recovery tool, and extracted the contents on another computer.   However,  when I trid to run the Dell OS recovery tool, hit the install button, and okd changes of the computer I was using, it opened up the bar to show it was running, but then... nothing.  Finally,  it seemed  to cancel itself.

I never received  a request for my service tag or express code. What do I do next?

    If that does not work then you could try a clean install using the Windows 10 installation bootable flash drive which can be created using the media creation tool at this site.
