4 GB RAM is more than enough to run your bare Windows 10 OS system. But it is less if you want to install a lot of applications on your system.

What do you use your laptop for?

Would you define what slow means in this context? Like an instance, where your system becomes slow.

Knowing this would help us to help you.

New computers usually have 8 gb of ram. Are you sure about just having just 4 gb?  Open Settings, System, select About to check. The best time to upgrade ram was when you ordered the laptop. But you still can upgrade ram-- See this: https://www.crucial.com/compatible-upgrade-for/dell/inspiron-3593#memory

4G will run Windows 10 -- but that's about it.  You really need 8 G.  And the other recommendation is the major part:  if the system has a spinning hard drive, replace it with an SSD.  The difference will be night vs. day.

Same Laptop, same problem. 4GB RAM is only 50% full. But still the laptop very slow. I think the slow performance is due to speed of only 1GHz processor. What i found interesting in this device is that Processor is 1GHz and Ram is 1600MHz. Still the laptop is slow, that means the processor is slow.

Yes, if the laptop's configuration is minimal so that it can be sold at a lower price. The same model is sold in different configurations (more RAM, SSD drive, touchscreen, etc.), but of course, these options increase the price of the system.

I would start by upgrading the RAM to at least 8 GB, or max it out at 16 GB if your budget allows. If you have a mechanical drive for your OS, I recommend upgrading it to a M.2 NVMe SSD at some point as it will drastically improve loading times as well as responsiveness. Both these upgrades will help keep your system running its best and prolong its usefulness.
