Hi
Quick triage
Hard reset (static discharge)
Power off.
Unplug AC and all USB/dock/SD devices.
If your 7280 has a removable battery, remove it.
Hold the power button 20 seconds.
Reconnect AC (and battery if removed), then power on.dell+2
Try to reach the Windows Recovery Environment (WinRE)
Power on and tap F12 repeatedly to open the One-Time Boot menu.
Choose Repair your computer → Troubleshoot → Advanced options.dell+1
Run Startup Repair first.dell
