What is the exact model number of your laptop? That would be needed to help with the diagnosis.

my windows version 21H2 and yes i am using windows 10 but same issue on windows 11 and linux ubuntu and my licence is activated

What version of Windows?
For now, I will guess that it may be Windows 10. Is your licence activated?
Press the Windows key, go to Settings | Update and Security | Activation.
Near the top, beside Activation, does it report that the licence is activated?452

nope when i update my windows in settings then my laptop screen held then i restart my laptop again and again same issues if i update through dell website then its work but in this case i face some issues like slow speed and not finger print working

You say that Windows Update doesn't work. Do you receive any error messages?
