Available Page File is getting smaller
Serveral days ago, I checked my current system configuration, and I had 100.00 % available page file, and my page file size was 19,213.5MB. But today, after I refreshed my configuration, both of them are getting smaller. Is that normal?

Your page file shrinking is nothing to worry about. It is used as Virtual Memory by Windows to ensure you have enough memory available for programs and processes. Honestly with 16GB of RAM, you could shut it off and just run on the RAM itself, however it depends on what you do with your computer. Its all managed by Windows so I wouldn't worry about it.
