Not that I know of, but try going to this: http://support.dell.com/support/edocs/systems/dim3100/en/sm/adtshoot.htm

    It has some beep codes.

Open the XP Event Viewer and click System at left. Look in right pane for "Warning" or "Error" messages around date/time the system starts beeping. Double-click each one and see if there's any useful info about the problem. If there's a link, log onto the web and then click the link to see if there's anything helpful in the Microsoft knowledge base. Then click Applications in left pane and do the same thing.

What you are describing is videocard overheating due to squirely drivers from ATI that do not initiate fan speeds properly. Do a Google searh for ATITool which allows you to manage fan speeds at certain temps to cure this well documented issue with ATI driver.

OK, so now you know the cause of the problem. Things to check:
.Make sure all fans, including on video card (if it has one) are working.
.If tower is in enclosed cabinet, remove it and/or increase airflow around the 8400.
.Open front flap on tower to increase air flow into case.
.Open case and clean out dust bunnies hiding there with canned air. Unplug PC from the mains first and take precautions against static electricity. Don't use household vac because they tend to generate static electricity.
.Can you add a case fan? I think Dell had some 8400s with an extra case fan so talk to their Spare Parts group.
.If you have open PCI slot, add PCI fan card in slot next to video card
.Remove unnecessary PCI cards like internal modem and use USB modem.
.And of course, video card could just be sick/dying :(
