HELP!!

I have cable internet access. I fixed this problem once. (I messed around) But I formated my computer and I forgot how I fixed it. I went into device manger and deleted something and my mouse stopped freezing when I'm online downloading a big page. But since I formated it started to happen again.
so um help me please?
