Problems POSTing
I'm working on my in-law's Dimension 4700. She said she had it off during a lightning storm and she hasn't been able to get it to boot. I took a look and the power LED flashes yellow slow and steadily and I can't get it to do anything. The power LED on the MB is on. I replaced the PSU with no change so I swapped the old one back in. I replaced the MB today just to be on the safe side and same problem.
I've removed the RAM, no change. Looking at another post I powered the machine off, unplugged it, then held the power button in for 15 seconds and have removed the CMOS battery and am leaving that out for 15 mins. Reseated the peripheral cards and the jumpers.
Anything else I can check?

Next thing I would try is a different hard drive that has an OS allready installed. Sounds like you've eliminated all other possibilities.
good luck.- Disconnect/Remove everything from the motherboard except the PSU connector. Yes I mean everything that can be removed. Processor, memory, cards, fans ect...If the light is still amber blinking, you have a toasted mobo.If it turns green, power down and add one component at a time , check the status light each time, do this until you find the bad component that causes the amber blinking.
- Check for fried modem ,remove the modem and check it againhad u already tried that .if the led on the Mb is green then Power supply is good and if it amber then there is power supplyand if there are no beeps when memory is removed i am sure its a damaged processor .Processor replacement should do the trick
- A green LED on the motherboard only means that the board is getting power and not that the power supply is putting out the correct voltages. If the power button on the tower is amber/blinking then it still can be either a power supply issue or a problem with the power connection to the Pentium, so be sure to check that cable at both ends.
