Restore System Default-deleted admin account

DIMENSION 4600i
XP PROFESSIONAL

Reason for restting:
Did not know the Administrator "password" and the other account on the computer has only "Limited" rights. SOOOOO, I THOUGHT restoring the system defaults would start me over and let me start fresh with a new admin. account and password....WRONG

Action:
In F2 Bios I chose "Restore System Defaults"
Rebooted
The second account is still there and has no password (same as before)
Second account STILL has "Limited" rights

Under Control Panel/User Accounts:
One user (the limited rights one)
There is no option to create any other accounts and it will NOT let me create or change anything through the exisiting account THAT HAS ONLY LIMITED RIGHTS!!!!!!!!!!!!!!!

CAN ANYONE PLEASE TELL ME IF THERE IS HOPE TO FIX THIS PLEASE

There is no setting in the BIOS that has anything to do with user accounts in Windows XP.  Since you deleted the account with Admistrator rights in Windows XP, the only chance you have of recovery is to boot into Safe Mode and hope that the system adminstrator password has not been reset from its default null value (no password).  You should then be able to get into User Accounts and create a new account with Administrator rights or change the limited account to an administrator account.  If you have other questions about this, post on the Software - Windows XP forum.

    IT Guru NOT,

See if you can log on as the system administrator. Boot the system to Safe Mode and select "Administrator" on the Welcome screen. The password for that account should be null (blank) so leave it blank and see if you are able to log on. If not, retrieve the password for that account using the procedure given here then log on as Administrator, go to Start|Control Panel|User Accounts and establish a named administrator password for yourself.

    OKAY, nothing is working............

I booted in Safe Mode, tried Administrator with no password...It still wants the password. It did not set Null.

The system came with XP Professional so I dont have the CD. The ONLY CD I have is the "Operating System CD" "Reinstallation" which is Applications only and NO DRIVERS..(messed up another computer with that disk..long story)

Is there any hope at all?

On the contrary - the Operating System CD Reinstallation is the Windows CD.  Again, your problem has nothing to do with the Dimension - BIOS.  I know you have a thread running on the Software - Windows XP forum.  Keep yuor replies over there where you are more likely to find answers to a Windows XP problem.
