You're taking quite a risk. Typically those that appear trustworthy aren't any cheaper than buying from reputable stores like newegg, zipzoomfly, or even directly from the actual manufacturer of the card.

I got a new Evga 6800 last week off of Ebay. Installed it in my Dim 4550 and the card works perfectly. It pays to view the feedback of the seller.

Yes, you are usially safe if you buy from a "power seller" like an online store that has an ebay sales store. As long as the seller has good feedback, and people say that they know what they are doing, you should be fine. I reciently bought an ATI Radeon x700pro off of ebay for about 100 bucks cheaper then Dell sells it.
