Hello George,
I would suggest doing the LCD BIST (diagnostics on the LCD).
-- Shutdown the computer.
-- Press D+Power Button.
-- It would run the test on the LCD.
Check if the screen remains blank during the test. If yes then it would be the LCD issue and would require a replacement.

Hello George,
The issue that you have described seems a problem with the video card as you are getting the blue screen. On the other hand as you have mentioned that you get 8 beeps on startup, it means LCD failure. However, to be sure I would suggest a step.
Try booting the computer in Safe Mode with Networking. Please follow the steps mentioned below to boot the computer into Safe Mode with Networking.
-- Disconnect all the external devices.
-- Restart the computer.
-- Keep tapping F8 on the Dell Logo Screen.
-- Once the computer enters Advanced Boot Option, select Safe Mode with Networking.
-- Press Enter.
-- Check if you get display on the Laptop screen when the computer boots to the Safe Mode with Networking.
If you still don't get any display when the computer is in Safe Mode, the LCD needs to be replaced.
Please write back to us with results, I'd be glad to assist further.
