Boot to External HDD

Can an Inspiron 1100 boot to an external USB Hard Drive? My BIOS is current version A30.

Provided the bios has support for booting from USB devices then the answer to your question is yes. Have a look in the bios under boot order and if USB devices is present then your good to go.
