Follow below steps to isolate the issue:

Check the status in safe mode with networking. Restart the computer and tap F8 on Dell logo. Select safe mode with networking. Check if the screen flickers when on battery.

If the issue persists, run diagnostics on the computer. Restart the computer by holding "D" and power button simultaneously. Let the diagnostics complete.

when uninstall all the graphic driver or  run my in safe mode without graphic driver, i have never found any issues  

i am very much confused about this problem.

additional info -using windows 8 pro 64 bit
