By itself, the socket is not useable.  To use a broadband wwan connection, you will need:

1.  A mini PCIe WWAN card compatible with your provider's network,

2.  The SIM card,

3.  A contract for wireless wide-area network service.

In the USA, Dell used to sell WWAN cards which were locked to Verizon or AT&T.

I don't know what was made available in India.

Even if you find a card that will work for Aircel in India, you may have trouble finding drivers.
