I found the following link that could provide a solution to the problem.

The link did not help. When the problem occurs no user apps are running. I even disconnect from the network, switch of AV etc and still it is slow. I have run the AV on the machine and it found no virus's.

Any other suggestions?

What operating system are you using specificaly, NT, Win2k?
Do you have the latest service pack?
Here are some other links I found.

Hi Karell,

  I am using NT4 workstation SP6a.  I have reloaded the SP several times.  One thing If I logon as Administrator first then as a user is OK also if I give a local user on the laptop Administrator right it works fine!!

I wonder if the problem is possibly caused by a hardware driver.

Shortly after win32k.sys starts, it switches the screen to graphics mode. A little later, Winlogon starts the Services subsystem (\winnt\system32\services.exe), which loads all services and device drivers marked Auto Start.

Have you loaded all the latest hardware drivers for the system?
