System freeze after screen flash

I have an Inspiron 600m with an ATI Radeon Mobility 9000 graphics chip running Windows XP Pro.

When I perform things like:

- plugging in and out the AC adapter with the computer turned on
- turning the laptop on or coming from hibernate or sleep mode (especially on battery power)
- turning off the lcd screen by closing the lid (I have it set to Do Nothing in the OS when closed) and then open it back up

the lcd screen sometimes flashes once and then the entire system can either resume normally or freeze as follows: the lcd screen is blank but I can see the backlight, the keyboard doesn't respond (I know because the caps key light doesn't come on), and the hard drive activity light doesn't flash to indicate activity. The only thing I can do is to restart the system (by holding down the power button) and hope it doesn't happen again that time.

I tried to recreate this freeze when inside the BIOS to get an indication if this is a hardware or a software problem and this "flash" of the screen doesn't seem to happen there - only when inside (or entering) the operating system.

Has anyone experienced this flash when plugging in and out the AC adapter? How about when the operating system is first started.

Reinstalling video drivers and updating the BIOS did not help. I ran Dell Diagnostics CD but all tests have passed.
