system restore issue

i 4got 2 type. i get pass the progress indicator but when the computer restarts it gets stuck in the blue bar screen where it says dell.com. Under that it says "Loading PBR for descriptor 1...done.
Starting Windows 95..."
I have an 8600 with Windows XP and its said this for over 30 minutes HELP ME

    So turn it off? Because i am not sure ,great tech support just hang up on me just this second

    Does the system setup (F2) still recognize a hard drive?

    Next, is there an operating system on the hard drive, and is the drive set to be the first boot device (or at least ahead of the PXE/network boot)?

    Boot order is
    CD/DVD/CD-RW Drive
    Internal HDD
    Diskette Drive
    Modular Bay
    Cardbus NIC
    Onboard NIC
    as far as i know there should be an OS (xp)

    No. The CD will allow a manual installation, but not the use of the quick restore. It sounds like your boot sectory is corrupted. For ways to troubleshoot that,

    Well dell wasnt useful, tech guy tried to help me but he couldnt,he was coopperative though which was nice,  if i use the OS cd that my notebook made would it still let me use the PC Restore by Symantec Utility?

    thx VERY MUCH sometime in the net few days ill make a bootable cd and do all that to get the utility to work again. Now to wait until the reinstall finishes
