Hi
Read the NOTE first.
You need to download this driver from www.dell.com/.../19 go for chipset driver and download/ save it in the desktop. To install the driver right click on each driver and choose Run as Administrator. and then follow install procedure. It should work.
Check the battery and adapter has plugged into the computer. Remove all other external devices from the computer. And also close all other programs which is running in the computer. Confirm battery has >15%. While its installing the BIOS driver in the computer it will automatically restarts by itself and will produce sound in the computer. sort of beep sound. That's normal act for this installation.
NOTE: Install the BIOS from the same website www.dell.com/.../19 .... and then try install the chipset drivers. If you get problem while you installing the drivers for the chipset, then i would say its problem with specific USB port were not detected by this computer. Still if you have problem in installing the chipset driver error then go for USB board replacement.
Thanks
