2005FPW Display - Poor Performance

I purchased the 20" widescreen flat panel display in January 2005 and it has performed fine until now.  The screen is now very difficult to read and it looks like there may be some type of electrical interference / flickering.  The resolution appears to be much lower than it was, even though the setting has not changed.  I have shut down and restarted the computer a couple times, unplugged the monitor, and that has not made any difference.
 
Is this a sign that the monitor is failing (after only 2+ years?) or is there some setting that may have been changed?

    Hi Chris - Thanks for the info.  I unplugged the monitor cord from the surge protector and plugged it directly into the wall.  That did the trick.

    shbawillis,

    First, plug the monitor power cord directly into the wall socket to remove any surge protectors or APCs from the troubleshooting equation.

    * Press the Menu button on the front of the monitor
    * Press plus or minus to move to Factory Reset
    * Press the Menu button
    * Press plus or minus to move to All Settings
    * Press the Menu button

    Any difference?

    How is the interference / flickering in safemode?
    * Click Start- Turn Off Computer- Restart
    * At the blue Dell, tap F8 to bring up the Windows boot menu
    * Scroll to and select Safe Mode, press the Enter key
    * Select the first or only operating system, press the Enter key
