Dell 2400 DSL problem

I have read many of the dsl posts at this site, but have not come up with a solution for my problem.
About 2 months ago I bit the bullet and switched from dial-up to the bottom tier of Verizon DSL.  I thought I was happy with what I was getting until I visited a friend and found that our internet response was not the same.  They also had the bottom tier. 
I talked with another friend about it and he came over and ran the Verizon DSL speed test and then I really became unhappy.  It appears as though I am getting 784 speed at the modem, but only anywhere from 120-211 speed at the computer.  I've contacted Verizon and they led us through some tests and verified what we had already found.  They told me I had a computer problem and to contact Dell.
So.....  here I am again....  I am looking anywhere I can to get help.  The rest of my computer works fine and I am happy with it.  However, sometimes it takes what seems like forever just to go from one email to the next.  Do you have any suggestions?

    Are you connecting to the modem through USB or by ethernet?

    How does it show that it is receiving 784?

    This connection is via ethernet and a verizon model 6100 modem.  Like I said, when I test the download at the modem, it shows that it is receiving 784 kbps but the computer is only showing between 100-200 kbps.
