Modem-No dial tone detected

I got 45% through a large download and got the error message "plug phone line into modem".
Here's where I'm at troublshooting:
 
Phone line is plugged directly into modem and telephone plugged into 2nd modem jack works.  Tried disconnecting telephone-same problem.
 
Device Manager queries modem as says all is correct.
 
Using Device Manager, I disabled modem, restarted PC.  Modem was detected and successfully installed.  Same error message.
 
I'm using Zone Alarm and Norton anti-virus.  Virus scan showed nothing and Win Doctor finds no errors.
I've run out of ideas except to think the modem somehow has gone bad.
Anything else I should check?
 
If it is a bad modem, how do you open the case on a 4700?

    Sounds exactly what I am going through.  After purchasing an add on warranty for advanced tech support, in five minutes he determined I needed a new modem, which is out of production(?) and have been waiting since 12 of August and still have not received new modem.  Spent 6.5 hours on line with regular tech to no avail.  Looks like I need DSL.

    Hey sounds like my troubles!!  I tried to contact dell support via the phone, was on hold for sixty minutes!!  i still can not go on line from my home.  Found the cd for drivers & modems but don't know what to do with it.

    Mine turned out to be a bad modem.  I can tell you if you do get through to Dell support you are going to need to run Modem Troubleshooter if you're running XP and then call them again with the results.

    So save yourself a call:

    * Go to [Start]| Help and Support.
    * Search for the Modem Troubleshooter.
    * Open the Modem Troubleshooter and it will walk you through the troubleshooting step-by-step.

    Record the error code, then call them.  They replaced mine and I'm quite happy with the service, even though I did not buy any extended coverage, just the 1 year that came with the purchase.

    This will only work on the Dell Modem installed when you bought the computer.
