Reinstalled XP worked a little better not much for about an hour than back to most downloads timing out
Your ipconfig output looks fine. I suggest going to http://www.dslreports.com/tools and first run the Speed Test, the run the Tweak Test and follow the advice given or report the results here.

I've tried all of the tweaks before I reinstalled XP, nothing seemed to speed it up.
