I think so. 680W psu is more than enough for RX 470.  the card requires you to have a 400 Watt power supply unit as minimum.

As long as you have the mini tower model.  Due to the difference in age, I'm not sure if the screw holes will line up, or if that's an all around standard for some years.

the grandpa psu may still work a very long time indefinitely.  do not underestimate the quality behind it.  Thermaltake Silent Purepower 680W is a good name brand and I would not worry of it causing havoc.  the only draw back might be in the old days there was no 80 plus.

I would and I do not see any risk. If the old psu is able to support pc to POST, I do not see why it can not be back in active service.

No a good name brand psu either works or fails (retires) but would not cause damage.

if it doesn't support pc to post, would it damage any of the components?

Optiplex 3010 sandy bridge H61 chipset will support intel 3rd gen ivy bridge (i7-3770) after latest bios update. Dell users reported success of i7-3770 in optiplex 3010. https://www.dell.com/community/Optiplex-Desktops/GTX1050Ti-doesn-t-work-with-optiplex-3010-i7-3770/td-p/7375565
