Something I almost forgot to specify with the GT 1030, if you decide on that one, make sure it's the GDDR5 and not GDDR4. As far as I know from this forum, the GDDR4 versions are junk.

Way to well overdone for a 9020 MT. Would need 650w PSU to power the 279w card, and that's if it fits.
Even with an i7-4790k,* CPU would bottleneck GPU 59%. https://pc-builds.com/bottleneck-calculator/result/0AH17y/1/general-tasks/800x600/ *Optiplex BIOS doesn't allow OC.
What CPU is in the 9020? That way, we can suggest/recommend a GPU that works best with the 9020.

30w GT 1030, 75w GTX 1050, 75w GTX 1050 ti, 75w GTX 1650, and 50w RX 6400 will all work with the i7-4790 without the CPU bottlenecking. They'll all work with your current PSU.
Check your games or apps system requirements to see which one best fits your needs. Not sure what games or apps you plan on running.
