is this the 2023 7020 or end of life old 2017 model?

It is Optiplex 7020 of 2023 production. And it does have a place for SD memory card module.

the pic you posted is new 7020 tower, not SFF.  your OP said SFF.  which one is correct?

It is Dell OptiPlex Tower Plus 7020 BTX-Intel Core i7 14700 vPro – Ram 8GB DDR5- 512GB SSD NVME – Intel Integrated Graphics

mostly likely it is the same as 7010 Tower plus media card reader
