You can check the UEFI or BIOS option in BIOS settings. It may affect whether you are using USB 3.0, NTFS, or FAT32 format. Make sure the USB you prepared is bootable. You can use Rufus. Alternatively, you can try loading via LCC as below;

Steps to follow:

1. Press F10 during boot to enter the Lifecycle Controller (LCC)
   
   
   
    
2. Select OS Deployment in the left-hand menu
   
   
   
    
3. Click Deploy OS
   
    
4. Select Configure RAID First or Go Directly to OS Deployment depending on if you have a RAID set up already or not
   
   
   
    
5. If applicable, follow the wizard to set up the RAID disk
   
    
6. Select the Operating System: The boot mode can be set in BIOS or UEFI. The matching boot mode has to be configured properly in the "System Services" settings (F2)
   
   
   
    
7. Select Manual or Unattended/Automatic install as needed
   
    
8. Insert the OS installation media (DVD Drive or Virtual Media of iDRAC)
   
    
9. Follow the OS installation wizard (If Manual install has been selected)

The LCC does not support OS installation from USB media. The process that Young shared is the correct way to boot to USB media, but trying both BIOS and UEFI boot modes (as Erman had mentioned) can help. If you don't mind sharing, how are you creating your boot media, and what are you attempting to boot to?

Just as a side comment, and this may just be for me, but the image you've uploaded seems to be having issues.

With that in mind, I wouldn't bother using the LCC, regardless. Server 2019 isn't supported by the LCC, so it wouldn't stage any drivers for you. Providing those drivers is the primary benefit of using the LCC for OS deployment.

I would make sure that you have the BIOS up to date, if it's behind, and I suspect UEFI boot mode would likely work better for Server 2019. I've had differing success using different tools to burn images to USB media. While I've never burned Server 2019 media, I do generally have good success with a 3rd party tool called Rufus. It's not a Dell supported tool or recommendation by any means, just something I've had good experiences with.

The image was just a picture to show that LCC was not in the menu. 

I burned window server 2019 to the usb from another computer.

And i was just trying to install windows server 2019
