Yes, the issue appears to be a communication problem with the PERC H700. I would make sure that you are using the correct driver. If you are using our ESXi custom image then it should have the correct SAS VIB installed already. If you are using a standard image then check our custom image download page. It lists the custom VIBs on the download page. Make sure that the installation you are using has the SAS driver we use in our custom image. You should be able to download the VIB from VMware if you don't have it.
The steps to troubleshoot this issue would be to update driver and firmware. If the issue persists then swap the card(H700) to another slot to see if the issue follows the card or stays with the slot. That is not possible since this is the integrated version of the controller. There is only one integrated storage slot in the system. The only way to tell if it is a slot or card issue would be to swap the hardware, so if you have another H700 integrated you could swap it.
The first thing you should do before changing/moving any hardware is to make sure you have the correct driver installed and get all firmware and BIOS up to date.
I am new to the organisation and can't say that it is a Dell custom image.
I was planning to use the vib downloaded from vmware website ESXi500-201510001.zip. using the cmmand "esxcli software vib update -d "/vmfs/volumes....."....1 thing I forgot to tell you is that I had tried to update the R710 last time with the command esxcli software vib install -d "/vmfs/volumes" and this did not work. The same day a couples of hours later, I got the purple screen .

Go to the download page for your server and select the OS in the Change OS drop-down at the top. The ISO downloads are under the Enterprise Solutions category.
But tell me, if I use a normal ESXi ISo dowbloaded from within vmware website, can I installed it using the SBUU?
If the version of VMware is listed in the supported OS of the SBUU then it should work. I don't think it will install any VIBs for VMware though as you are expected to be using our custom ISO that already contains the VIBs. The SBUU is just for performing pre-OS setup like creating the RAID array.
