No Logo On Boot
Precision Workstation 5820 Tower with i9 Processor, 64 gb memory, 2 tb SSD in the flex bay and running Windows 11.
This is the first Dell I've ever owned that takes a minute and a half or more to boot up. It also runs Office Apps slowly. Pro Support says everything is within specs but it's actually slower at many tasks than an old (cir 2012) Dell XPS with i3 processor and 8 gb memory and a 256 gb hard drive. It's disconcerting for as much as this thing cost me.
I have two questions, please:
1) Has anyone tried packing their slow 5820 Precision Tower with the full 256 gb of main memory to see if it improves startup time and performance?
2) When the Precision cold boots or restarts, a Dell logo does not appear. If I flash the BIOS with the latest update (which I've done several times), I see the logo when it restarts during installation but on subsequent restarts and cold boots, no logo. (I suspect it is unrelated to the languid performance.) Is this an anomaly?

The big tower series of Precision like the 5810/5820, 7810/7820, and 7910/7920 are taking 30 sec or more on total boot time. So, it's normal to see anywhere from 30 sec to 2 min of system boot time.
As for your questions:
1) If you need more RAM for application usages and overall performance go for it. But, just to improve system boot time, you may not see the result you want. On the contrary, it may even increase boot time.
2) The Dell logo did not appear may have to do with the use of monitor and/or connection type. In some case, secure boot on or off also affects the display of Dell logo. Addition to suggestion from @mazzinia , you can try with different monitor and connection (cable) type.

Regarding boot times, yes, workstation/server class machines POST the heck out of themselves when they start up. My T7910 (128Gb, dual CPU) takes about 90 seconds to boot to the grub page, and another 15 seconds to boot ubuntu.
But your machine should run windows faster than the older smaller machine. And 64Gb is not too little to run Windows. That is, 64Gb should not throttle your machine on startup. As Chino de Oro states, more memory will lengthen the POST time.
I'd boot and check to see if the memory is running at the speed you think it is (CPU-Z does that IIRC). Also doublecheck whether you have the correct/expected CPU version. You could also boot to Memtest86 to check that memory. If the memory is fine, maybe run Passmark to see if you can zero in on any problem areas.
If all this works out it may be one of the weird bios settings. Chino de Oro and mazzania know more then me about that.

Regrettably I have little knowledge of what goes on within a computer after I press the start button. Over my past 50 years of computer usage, I just turned them on and went to work. I appreciate the detailed recommendations but I am unable to carry them out. That’s why I’ve been on the phone and chats with Dell and Microsoft support since March 31 when this thing was delivered.

I'm really sorry hearing of the struggle, especially on a new system.
Can you maybe try this ? At boot, press F1 to enter the bios.... don't change anything, just exit without saving. Is the logo showing ?

Hello,
can you boot a linux live distro a few times, and see if the logo shows ?
and/or can you go into the bios , exit it, and see if the logo then shows ?
