Remote Power Enable

On my T5600 there is a port on the motherboard labelled "Remote Power Enable". No 24 in the diagram in the owners manual.

What is it for?

Is it somewhere I could plug something like an iDRAC in?

Im asking because I'm looking for a solution where I can power on from shutdown remotely. I've installed Hyper-V server 2016 (Yes I know its not supported, but its only the sound card that doesn't work) and  Hyper-V server doesn't support sleep mode. I work away a lot and need to access VMs on the precision, but I don't want to leave it running all the time.
