1. even I turn off 4/8 CPU cores, and tune down the tdp to 10W on CPU side,
2. it seems the GPU is the problem, i down-tuned the cpu core and memory clock to minimum using MSI burner, still tooooo hot, not usable, will ask IT to return or change to different one
1. I would not suggest that. Try to look for a better solution.
2. After-Burner should take care of it. If new fan-curves don't help, have you tried lowering GPU Power-Limit down to 90% or 80% (something around there).

These are very powerful laptops, all closed up into a very small package. To me, sounds like more cooling (ie better fan curves) would be a good place to start,
I don't have one of these but I do have a XPS-15 (9520) Intel i7 / 32gb / Nvidia RTX-3050 .
I would suggest: - SpeedFan to adjust the system-and-CPU fans up higher - MSI After-Burner to adjust the GPU fans up higher (better fan-curves) - Maybe even Throttle-Stop to control CPU-Speed and various other things
That should take care of it. The desktop Precision Workstation towers (with similar hardware inside) are much larger providing for better airflow.. Larger fans are used, than can run slower and still cool adequately. There is no magic here, just physics (thermal dynamics).
If none of the above works, I would try a quality laptop-cooler.

Same problem with Precision 3561! the system is up to date. The laptop works perfectly fine on battery, the temperature in in range around 60-70 C. However, when I start charging my laptop while having my simulation on, the temperature rise by 10-30! C, sometime it hits 100 C.
I can't work , the fun is too noise and the package too hot!
This gives lots of details, especially about the power settings which I found to be set very high so that even with moderate loads the processor cores were reaching T-junction temperature of 100degC and the processor was Thermal Throttling almost constantly. The BIOS power settings are PL1 75W PL2 135W. Using this tool I have been able to reduce the settings so that the processor cores do not reach the 100degC but run at a more acceptable level of 80-90deg without losing too much power and the system now more safely and less stressfully power throttles

The first change I made was to set COOL temperature management in the BIOS.
The fans came on a little sooner but still after the core temps showed 100degC so it made a little difference but the processor was still repeatedly Thermal Throttling with core temps showing 100degC.
My laptop chip is locked so the settings available for change are limited but this tool was very straightforward to use.
Setting lower PL1 PL2 TIME values with Intel XTU solved the heat issue
Unfortunately the settings will not persist after shutdown/restart as the Intel tool suggests.
It's not that difficult, though I would highly recommend that you buy in some replacement spare M2x5 and M2x3 screws as some of the ones holding the heatsink in place are screwed in really tight and the heads easily shred. One screw I had to remove with a drill and a damaged screw remover device, which was a bit worrying, but worked out fine in the end.
Once the heatsink is off, you'll need to remove the existing thermal compound. I suspected that there wouldn't be much compound on there, but I was completely wrong - there was loads! It just must be really low quality stuff. Once I removed the existing compound using some isopropyl alcohol wipes, I then replaced it with 'Arctic Silver 5' thermal compound. Then you reattach everything together and turn the laptop back on.
If your laptop is still under warranty, I would suggest that you get Dell to do all this for you. The reason I knew to do this was because I'd convinced my work at the time to buy the same machine and they were convinced that it had an overheating issue. I noticed after the laptop was returned to me that the fan no longer came on all the time and heard that the engineer had at one point removed the heatsink. This led me to suspect that the thermal compound was the issue.
After replacing the compound, the laptop fan no longer came on at a high level all the time, which it used to do even when the laptop was idle and doing virtually nothing. Though this doesn't completely solve what is partly a design issue (whereby only a single heatsink and fan is used), but it did improve things massively for me.
Another thing which will also help is if you create a custom power profile and set the maximum CPU to 70%. You can do this by:
Start > 'Edit power plan' > 'Change advanced power settings' > 'Processor power management' > 'Maximum processor state' > Set battery and plugged in to 70%.
Another thing which I've noticed with this laptop is that the fans come on a lot more when it's attached to the Dell Thunderbolt 3 dock and drive 2 x 4k displays (even if you're not doing anything).
In hindsight, I should have returned the laptop, rather than listening to the excuses I got from Dell support at the time. I hope the information which I've been meaning to post for a while now helps someone out, especially if you are as irritated by noise as me.
