I did some research on this issue and found various blogs. It is mentioned that this feature has been removed from Windows Photo Viewer. You can refer to the link http://bit.ly/VPLWFL for more information. You can use Internet Explorer to view .gif files.

Thank you for the response. You can use Internet Explorer to view .gif  files. If you are using Windows 8 on your computer, then you can view the files in the default photo viewer. Right click on the picture -> choose 'Open With' -> Photo / Internet Explorer.

If you wish to keep Photo or Internet Explorer as default viewer for .gif files, then right click on the picture -> choose 'Open With' -> Choose default program -> select Photo / Internet Explorer.
