CD/DVD drive not working

New Dimension 9200 running Vista Home Premium. Yesterday CD/DVD combo drive
HL-DT-ST DVD+RW GSA-H31N stopped reading up CDs put into the drive. Today tried to burn a CD from i-Tunes and error message flagged up in i-Tunes that no CD drive detected.
Checked in Device Manager and Device Status message reads:
Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19).
The CD drive has power (green light comes up when CD in drive) but device does not appear as a 'Device with removable storage' in Computer.
I guess I need to uninstall and re-install the device and drivers. I have a drivers CD which came with the PC, but I can't get the CD/DVD drive to load it up!!!
Anyone got any suggestions?!!

    Try this Dell Article for removing the Upperfilters and Lowerfilters
    in the Registry here .............

    Disregard the reference to Roxio.

    Thanks for your help. I've checked out the link you sent. It seems to relate to XP - I expect that the process also applies to vista although some of the places/names might be different (no 'Run' command in Vista for example). What do you think about 'Guided Help' - does this just do it for you? I clicked to download it, but nothing seems to have happened...

    I do not have Vista, therefore, I cannot give you a step-by-step procedure. 
    Others who have Vista and remove the Upperfilters and Lowerfilters have
    resolved the problem you list.

    Thanks again for your help. As I'm fairly cautious about all this I eventually rang Dell helpline. The guy was really helpful and everything is now up and running. Thanks again!

    Basically the guy did some checks (he 'took over' my computer) and then did what Skybird suggested above. He uninstalled Upperfilters and Lowerfilters, then the drive and when the PC was re-started Windows searched for and found the necessary drivers. The guy said that the drivers were installed with the operating system when the PC was built so it wasn't possible to download them off the net, but that Windows should search for them on a restart, which it did.
