In the future, by using the Advanced Forum Search on the bottom of this page, you can quite easily find the answer to this often asked question.

 

Reboot, putting the XP CD in the drive, hit F12 to pick the CD drive as first boot device.  Delete all partitions, make a new one(s), format with NTFS, install XP, install CHIPSET driver and other drivers, update XP.  You will NOT have the computer like it shipped from Dell as all the other software will not be installed.
