Reformat hard drive lost BIOS screen

Question

Using an Insiron 8200 I reformatted the hard drive using XP Pro.  Now the system never shows the Dell splash screen nor access to BIOS.  I updated the BIOS with no success.  How do I fix it?

What happens when you press F12 at the initial startup? Should bring up a boot menu.
