If the host is Hp-unix then you will see the HBA logged in to FA only when there is an I/O from host to DMX.

There was another thread similar to this recently, but the basics are:

    - Double check all HBA firmware and driver levels and settings for compatibility. Make sure you check the Host Connectivity Guide for your OS
    - Check your physical fiber connections (is the HBA logged into the switch?)
    - Check your zoning
    - Try resetting the HBA. How you do this will depend a lot on what OS you are running.

    Thanks Mike for the thread..

.i had already gone through it before posting...I did checked on the fabric where i can see my hba showing logged in also i activated the zone set gain...still i am not able to see FA port 13b as logged in under SMC nor i cn see ffrom symcli.I had mask the devices to 2 different FA port 4b port 0 and 13 b port 0,,however i am not able to see FA 13b port 0 as logged in under SMC.I had not ran cfgmgr as the problem occured after masking the device to FA port ..

You said that you can see the HBA logged into the fabric, do you also see FA13b logged into the fabric?

You might want to open an SR and provide a grab from the host. Would probably be a good idea to get a PSE to check the FA to ensure that there are no issues then have software take a look at the grab to check for issues there.
