1.) If optimizing and reclaiming overallocated resources, it will put it back into the capacity pool.

2.) Privileges in vSphere are required in order to perform optimization tasks:

Datastore > Browse datastore

Datastore > Remove file

Sessions > View and stop sessions

Virtual machine > Configuration > Change CPU count

Virtual machine > Configuration > Change resource

Virtual machine > Configuration > Memory

Virtual machine > Interaction > Power Off

Virtual machine > Interaction > Power On

Virtual machine > State > Remove Snapshot

3.) Out of the box, it will show the Peak Utilization over a 30/60/90 day period (30 days by default). It will not show exactly when that occurred, unless you graph it out beforehand, where you set the time frame to a longer period and look at the peak CPU/memory Utilization.

4.) It will make recommendations immediately. For fresh installations, we recommend waiting 30 days before implementing any recommendations. That is configurable to 30/60/90 days. It is in the Settings link. For an existing customer, you can implement immediately, since that data has been collecting all along.
