Browser problems with 128 encryption

I cannot get on to any secure web sites, such as my bank site, credit card companies, etc.  I understand it has to do with 128 encryption and that the browser needs to be repaired.  Does anyone have any suggestions?

You can get Doug Knox fix vbs file & info to re-install IE & or OE using
his Auto VBS script  removes installed markings & runs command line.
    http://www.dougknox.com/xp/tips/xp_ie_reinstall.htm
Just authorize Script. (Installs from XP CD , if CD contains XP+Sp1 then should also have IE6+Sp1)

or manually remove installed markings using Microsoft link shown in Doug Knox site & download IE+SP1 from Microsoft link
(IE+SP1 contains OE as it is part of IE)

Yes, and they were checked appropriately.  I uninstalled Norton personal firewall and everything works fine.  Of course, that was after reinstalling Windows XP on the advice of a Dell Tech support person.  Then, I had other problems. Everything is back to normal.  Thanks for your suggestions.

For you and all those who do online banking the latest worm will try to access financial data and send it to other computers. Don't listen to banks or other financial entities about online security, 128-bit encryption, etc. The only secure way is to go into the bank in person. It's not likely anyone will heed that advice so update and run your anti-virus program and back it up with an online scan. Don't open any attachments without saving and scanning them with an updated AV.
