Cannot delete Temp files

I was using System works to delete some files and came across some that it cannot.  I cannot do it by hand either.
 
They are C:\Documents and Settings\Owner\Local\Settings\Temp\Perflib_Perfdata_xxx.dat, where xxx was first 78c, and is now also 480, and 580.
 
How can I get rid of these files?

    If you can't remove a file, and you are the administrator,  maybe the system is telling you someting like "I, at this time need this file, leave it alone."  You may be able to remove the file after you reboot the system, although after the reboot the file may be gone.

    Performance monitoring has been turned off and I've tried in Safe Mode too.

    Nothing should be using these.
