Can't install new software

When I try to install new software, I receive the following error messages:

Cannot find shell.dll / close

System dlls corrupt or missing / ok

Then the installation process ends and I am returned to the desktop.

I am using Windows XP operating software.

What can I do to fix this problem?

    1. Click Start > Run > and type in:   SFC /SCANNOW  hit enter. Have your XP CD available, you'll be prompted to insert it in the CD drive.

    2. Click Start > Run > and type in:   CHKDSK /F /R  hit enter, answer Yes to the question and reboot your computer.

    3. Then run Defrag

You may have to Perform an In-Place Upgrade (Reinstallation) of Windows XP

    1) Boot from WinXP CD.
    2) Setup will ask if you want to Install Windows or Repair. SELECT INSTALL.
    3) Setup should find your existing WinXP system
    4) Select the WinXP system that was found and select Repair.
        Setup will repair WinXP

    Thanks for the help!

Unfortunately, I still get the same error messages. I should add that I do not have the original windows XP disk. I have the Dell reinstall disk. I have another disk with drivers and utilities. Since the error message mentions shell.dll and system files, I wonder if these need to be updated and maybe I need to use that disk. I do not know. I cannot see a list of files on this second disk.
