Dimension 9100 - System Restore Not working

After using my computer for quite a while and found out that there were many unknow application installed. Eventually, I decided to format my computer with the Dell PC Restore by Symantec Utility feature, so that I could turn my computer back as when I first received it.
 
And I started and follow the steps. "When the Dell screen appears, press and hold the key on the keyboard, press the key, then release them both at the same time.". I've done this before so I know it's a very simple thing. But this time, when I press Ctrl + F11, nothing happen, no matter how many times I restart and tried. I believed there was something wrong with the hidden partition which hold the restore data. Leaving me with no choice except pulling out the original MS Home edition disc and rest of the disc that came with it, and I reinstall my computer manually.
 
Everything seems to work just fine after the installing completed, except only that I can no longer play Age of Empire II: The Conqueror on the internet with other players. When I tried to join other player on the internet, 90% of the time I'm unable to join, otherwise it will be a very lag game because of me. At first, I suspect that it was my networking problem, but nothing has been changed during and after I reinstall my computer. And I heard other gaming expert said that it was my computer problem.
 
So, I'm wondering if Dell can replace my hard drive for a charge(with the Dell Restore feature). Or help me to fixed my computer if you can think of any other means...

    Did you reinstall the chipset driver, immediately after installing XP?
