Exactly what do yo mean by "full system restore"?

Sounds like something is running in the background. Go to Startup tab in msconfig and uncheck everything except items related to your firewall, antiviral software, mouse and video. Exit msconfig and reboot. Put check in "Don't show this again" box that appears after rebooting. That should put a stop to the problem.

I would not use system restore at all. I recommend turning it off/cleaning it out and doing a chkdsk.
