OE was working fine until I changed ISP to Verizon. Worked great for about 1 week then an automatic fix fromVerizon popped up to fix a problem with Outlook Express. It stopped working at that point. System restore did not help. Verizon said OE was corrupt. I told them it was fine until they "fixed" it! When I click on OE a small blue window opens with OE written in the center then it just hangs there and won't finish opening. If I try to run anything else on the computer after doing this it super-slows down processing of anything. Dell is so lousy they can't stand behind their products after warranty expires. I am using Windows XP Home on a Inspiron laptop. Any suggestions???

Contact Verizon and see if they will provide assistance on how to Re-Install OE. Dell is good about providing support but after all Verizon is the one that corrupted OE, not Dell so I would be throwing rocks at Verizon.
I followed the instructions on the link you provided. Got down as far as "REREGISTER OUTLOOK EXPRESS". I was to go to RUN and type: msimn/reg and hit ok. ERROR message popped up & said it could not find it. Tried 3 times. No luck.
The next step instructed to REREGISTER LIBRARIES.
1. First run input: regsvr32 urlmon.dll ERROR message
said LoadLibrary ("ermon.dll) failed-
The specified
module could not be found.
2. Run: regsvr32 mshtml.dll Succeeded
3. Run: regsvr32 shdocvw.dll Succeeded
4. Run: regsvr32 browseui.dll Succeeded
5. Run: regsvr32 msjava.dll Failed LoadLibrary
("msjava.dll") failed-The specified module
could not be found. Obviously my laptop is missing something. Any idea on how to get them back?
Thank you for responding.
I am throwing rocks and curses too at Verizon! They told me to get in touch with Dell. Dell products are so bad the company won't evenstand behind their products after warranty. A techie could at least tell me what to do.
