In as far as I can describe it, my problem is exactly the same as this post from the ms newsgroups:
When I copied pictures (using Windows Explorer) from my XP Desktop to my Vista Laptop using an external hard drive about 10% of my files were compressed horizontally (resulting in a narrow vertical band). This appears in the thumbnail and when opened with Windows Photo Gallery. There is no problem with opening these files with Windows Media Centre, Microsoft Office Picture Manager, Paint, or Canon's Zoom Browser. Interestingly, when I open Windows Explorer these corrupted thumbnails briefly appear correctly, then switch to the compressed version.
Except this also happens when I double click to display the pic
Several things can cause this, here is two I know of:
1. Windows explorer and photo gallery uses a microsoft dll to render image files and thumbnails, if they were created using some non standard compression format, then Windows will have trouble with them.
As long as other software see's them correctly, the files are ok. Its a Windows explorer/photo gallery issue which cannot be corrected by anyone but microsoft.
The pics are jpeg's mostly from a Fuji camera, via xD card, sorted by Paintshop Pro, but they were on my other computer's (XP) hard disk, then stashed on an external drive.
Everything displays OK with XP.
Is this a Vista bug, and if so how is it reported to Microsoft ?

What format are these files? jpeg, gif, bmp?
This seems to be a Vista issue only.
