Shut Down Problem Windows 98

I have a Dell Dimension XPS 333, running Windows 98. Whenever I try to shut down in the normal manner, the computer doesn't shut down and I have to use the power button to shut it down. As a result, every time I boot up it goes through the Scandisk procedure. Can anyone tell me why it won't shut down normally and what can I do to fix it?

    If you are using Windows 98SE then make sure you have installed the Shutdown Supplement Software patch.
