Unable to run software

I was recently updating my version of Norton and in doing so had to uninstall my previous version. Whilst uninstalling I was asked whether I wanted to delete a couple of quarantined files, I foolishly clicked on yes. Since then although windows boots up ok I am unable to run any microsoft programs (firefox still works ok), even My Documents buttons etc do not work. I've booted from windows disk and also tried to repair the XP installation but no change, I tried to run the Dell drivers disk but it tries to install the wizard and crashes stating something about not being able to run as it has no associated program. Also tried to access System Restore from windows but this won't run either. Anyone have any ideas. (Please bear in mind I am completely untechnical...)

Unfortunately you may have to do a complete rinstall.  I had a problem with Norton and when uninstalling it corrupted or deleted some system files and the only way to get the problems resolved was to do a complete reinstallation.  Norton disabled (cleared out all restore points) the System Restore function and even corrupted the registry.
