Vista Backup CD/DVD

Does any one know whether all new laptops and desktops come with backup CD/DVD for operating system and Drivers/Utilities?
 
I am thinking of getting a new laptop with Vista Ultimate (or whatever it is called for all functions including fax etc) but there is no option to pay extra for backup CDs and DVDs.
 
Microsoft Operating system as it is, it is always better to get the backup CDs just in case something goes wrong.  With XP we always got the CDs automatically but I understand MS has instructed OEM suppliers to stop giving out media kits.
 
For your information, I am based in the UK and so the rules may differ from other countries.  The nearest I came to find anything is this:
 
 
But it is for US based customers only.

    I've purchased two new Dell's within the last 8 months and both came with the backup OS DVD's and driver/utilities CD's.
     
    Oops - forgot to add that I'm in Canada.

    Purchased in US 9months ago, got backups.

    As Rebel said, you must received the CDs, if by any chance you do not get them, contact Dell and ask for them.
