Win 98 boot up "program not found"

At the end of every boot up, I get a box that says "program not found" "Windows cannot find winhlp32.exe" "This program is needed for opening files of type "help file"

I can cancel out of this box and everything works fine except my help files. I don't see this file listed on the win98 CD. I have reloaded my MS Office products. No change.

This is more of an annoyance than anything else except I don't have acces to my help files anymore.

In WinMe, Winhlp32.exe can be extracted from WIN_17.CAB provided Dell supplied you
    with the CAB files.

For Win 98 - Extract a new copy of the Winhlp32.exe file from your original Windows 95/98 disks or CD-ROM to the Windows folder. For information about using the Extract tool, please see the following article in the Microsoft Knowledge Base.
