Windows XP SP1 won't boot

I have a computer that will not boot to operating system Windows XP SP1. I have tried to enter SafeMode with command promt, to get to system restore, but it will not go there. I get a message "\windows\system32\l_intl.nls" is missing and to put Windows XP cd into drive to do a repair. I opened the packet that came with computer and the XP booklet is in there and a piece of cardboard, but no restore cd? I have taken it to the shop where purchased for them to restore. My question for the forum is how does the above file get missing or corrupt? I run a firewall and antivirus program which update regulary. I looked on Google, and there are quite a few posts about this missing file, but could not find out why it is missing or corrupt. Thanks Doogie
